The act was approved on 4\/8\/1999.<\/p>\n<p>A brief summary of each section is provided below. For the full policy, please refer to <a href=\"ftp:\/\/www.arkleg.state.ar.us\/acts\/1999\/Htm\/ACT1227.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">House Bill 2044, Act 1227 of 1999<\/a>.<\/p>\n<ul>\n<li><strong>Section 1<\/strong> <em>Findings and policy<\/em>: Establishes a requirement for all information technology to include nonvisual alternatives for the blind and visually impaired.\n<ul>\n<li>The goal of this act is to ensure even the most advanced forms of information technology include universal access to <strong>all<\/strong> segments of society.<\/li>\n<li>All programs and technology supported in whole or in part by <strong>public funds<\/strong> must be made accessible to blind or visually impaired individuals.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>Section 2<\/strong> <em>Definitions<\/em>: Includes a list of definitions defining the terms found in the act.<\/li>\n<li><strong>Section 3<\/strong> <em>Assurance of non visual access<\/em>: The head of each covered entity is in charge of ensuring &#8220;all information technology equipment and software used by employees, program participants, or members of the general public provides blind and visually impaired individuals with access.\u201d\n<ul>\n<li>Purchased technology must included a <u>technology access clause<\/u>, which is outlined in Section 4 of the act.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Section 4<\/strong> <em>Procurement requirements<\/em>: All information technology purchases need to include a technology access clause in all contracts. Further requirements are outlined in <a href=\"ftp:\/\/www.arkleg.state.ar.us\/acts\/1999\/Htm\/ACT1227.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">the act<\/a>.<\/li>\n<li><strong>Section 5<\/strong> <em>Implementation<\/em>: Any new technology, such as equipment and software, purchased must include the technology access clause.
