[White Paper]<\/a><\/span><\/strong><\/span><\/p>\n<hr \/>\n<p><span style=\"font-weight: 400\">The FCC closed captioning quality standards remain as pertinent to video content creators today as they did upon their initial release.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Back in February 2014, the Federal Communications Commission (FCC) released a declaratory <\/span><a href=\"http:\/\/www.fcc.gov\/document\/closed-captioning-quality-report-and-order-declaratory-ruling-fnprm\"><span style=\"font-weight: 400\">ruling<\/span><\/a><span style=\"font-weight: 400\"> on closed captioning quality standards for video programming.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">These rules provide clarification around captioning standards and create consistency across captioned video content. Closed captioning standards for online video are additionally supported by the passage of the <\/span><a href=\"https:\/\/www.3playmedia.com\/blog\/everything-know-cvaa-guidelines-compliance\/\"><span style=\"font-weight: 400\">Twenty-First Century Communications and Video Accessibility Act of 2010 (CVAA)<\/span><\/a><span style=\"font-weight: 400\">, which requires that online video that previously aired on television have captions \u201cof at least the same quality as when such programs are shown on television\u201d; as well as <\/span><a href=\"https:\/\/www.3playmedia.com\/blog\/wcag-2-0-requirements-for-video-captioning-and-audio-description\/\"><span style=\"font-weight: 400\">WCAG 2.0 and higher<\/span><\/a><span style=\"font-weight: 400\">, the international standards for web accessibility, and <\/span><a href=\"https:\/\/www.w3.org\/TR\/UNDERSTANDING-WCAG20\/media-equiv-captions.html\"><span style=\"font-weight: 400\">its Success Criterion for captions<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n<p><span style=\"font-weight: 400\">So what are the FCC closed captioning quality standards? Basically, the rules address four aspects of caption quality:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Accuracy<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Synchronicity<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Program completeness<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Placement\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">The FCC states that these components are essential for ensuring accessible closed captions. Let\u2019s take a look at each of these captioning elements more carefully.<\/span><\/p>\n<h2><span style=\"font-weight: 400\">Caption A<\/span><span style=\"font-weight: 400\">ccuracy<\/span><\/h2>\n<p><span style=\"font-weight: 400\">The FCC closed captioning guidelines state, \u201cIn order to be accurate, captions must match the spoken words in the dialogue, in their original language (English or Spanish), to the fullest extent possible and include full lyrics when provided on the audio track.\u201d More specifically, they require captions to include all words spoken in the order spoken (i.e., no paraphrasing). This also means that the captions must use proper spelling, spacing, capitalization, and punctuation.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Further, they differentiate that <\/span><a href=\"https:\/\/www.3playmedia.com\/blog\/3play-media-better-accuracy\/\"><span style=\"font-weight: 400\">accurate closed captions<\/span><\/a><span style=\"font-weight: 400\"> must convey the tone of the speaker\u2019s voice and intent of the content. The goal here is for captions to maintain the impact of the performance so that the overall message is not lost on the viewer. And, if a program is edited for rebroadcast, it requires that captions be reformatted to provide accurate synchronization.<\/span><\/p>\n<h2><span style=\"font-weight: 400\">Caption Completeness<\/span><\/h2>\n<p><span style=\"font-weight: 400\">Here, the FCC states, \u201cIn order for a program\u2019s captions to be complete, captions must run from the beginning to the end of the program, to the fullest extent possible.\u201d Prior to 2014, it wasn\u2019t uncommon for captions to paraphrase, skip dialogue, and even entirely drop off in the middle or before the end of programming, despite efforts on the part of the FCC to minimize this issue. Now, any program that does not include complete closed captions up to its conclusion is in violation of these standards.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-27841 size-full aligncenter\" src=\"https:\/\/www.3playmedia.com\/wp-content\/uploads\/2019\/02\/3.jpg\" alt=\"A graphic image of a person pointing to a closed captioning symbol. Two arrows point up and down from the CC symbol.\" width=\"500\" height=\"500\" srcset=\"https:\/\/www.3playmedia.com\/wp-content\/uploads\/2019\/02\/3.jpg 500w, https:\/\/www.3playmedia.com\/wp-content\/uploads\/2019\/02\/3-300x300.jpg 300w, https:\/\/www.3playmedia.com\/wp-content\/uploads\/2019\/02\/3-150x150.jpg 150w, https:\/\/www.3playmedia.com\/wp-content\/uploads\/2019\/02\/3-75x75.jpg 75w, https:\/\/www.3playmedia.com\/wp-content\/uploads\/2019\/02\/3.jpg 165w, https:\/\/www.3playmedia.com\/wp-content\/uploads\/2019\/02\/3.jpg 220w, https:\/\/www.3playmedia.com\/wp-content\/uploads\/2019\/02\/3-174x174.jpg 174w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/p>\n<h2><span style=\"font-weight: 400\">Caption Placement<\/span><\/h2>\n<p><span style=\"font-weight: 400\">In response to complaints of captions obscuring important information, such as on-screen text or graphics, the FCC states that \u201ccaptions should not block other important visual content on the screen including, but not limited to, character faces, featured text (e.g., weather or other news updates, graphics and credits), and other information that is essential to understanding a program\u2019s content when the closed captioning feature is activated.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">As an example, if you are watching a documentary and there is text on the bottom of the screen that states the speaker\u2019s name and profession, closed captioning must be moved to another part of the screen to avoid obscuring the information.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The guidelines go on to require that captions not run off the edge of the screen and that the text is sized appropriately for legibility.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><a class=\"btn btn-blue-blank\" href=\"https:\/\/go.3playmedia.com\/wp-fcc\" target=\"_blank\" rel=\"noopener noreferrer\"> Are You Compliant with FCC Closed Captioning Guidelines?\ud83d\udd0e<\/a><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-weight: 400\">How Accurate Should Closed Captions Be?<\/span><\/h2>\n<p><span style=\"font-weight: 400\">Most vendors that provide recorded closed captioning propose <\/span><a href=\"https:\/\/www.3playmedia.com\/why-3play\/3play-difference\/\"><span style=\"font-weight: 400\">caption accuracy rates<\/span><\/a><span style=\"font-weight: 400\"> that are almost perfect. At 3Play Media, our average measured accuracy is 99.6%, and we guarantee over 99%, even in cases of poor audio quality, multiple speakers, difficult content, and accents.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The FCC\u2019s captioning standards do allow some leniency for captioning live programming: \u201cAlthough we recognize the need for a slight delay in the delivery of captions for live programming, the delay in the presentation of live captions should be kept to a minimum, consistent with an accurate presentation of what is being said and the overall goal of ensuring that captions enable viewers to follow the program.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">It is important to note that even before the FCC closed captioning standards were updated in 2014, it was possible for live programming to be captioned at a high rate of accuracy.
